2026 PACFA Program Updates that include recent legislative changes as a result of the 2025 PACFA Sunset Review and other legislative changes regarding transfers of pets. Highlights will include joint investigation case studies from 2025/2026.

Nick Fisher

Nick Fisher is a distinguished regulatory leader with over 30 years of experience in public safety and animal welfare. As the Program Section Chief for the Pet Animal Care Facilities Act (PACFA), he directs statewide licensing, rule-making, and enforcement to modernize animal care standards across Colorado.

A former police supervisor and CEO of major animal shelters, Nick uniquely bridges law enforcement expertise with executive leadership. He is a certified Verbal Judo instructor and a past recipient of the “Human Hero Award” from the Colorado Veterinary Medical Association.

Dr. Courtney Diehl

Dr. Diehl has been the program manager of the Bureau of Animal Protection since 2023. Dr. Diehl owned and operated a mobile veterinary practice in Colorado for 21 years, and has extensive experience in animal welfare investigations, providing subject matter expertise and expert testimony on over 60 animal welfare cases. Dr. Diehl served on the Colorado State Veterinary Board for five years, and was the board president for two years. She also serves on the CVMA Education Committee and on the board of directors for Colorado Unwanted Horse Alliance.
