PACFA Program Updates to include recent legislative changes, new rule changes and how attendees can assist PACFA with animal welfare issues, public sale of animals and other joint investigations.

Nick Fisher
Nick Fisher is the program section chief for the Pet Animal Care Facilities Act (PACFA) at the Colorado Department of Agriculture. Fisher assumed leadership of PACFA in 2015. In addition to serving for the last 11 years in his role at CDA, he has served in several different law enforcement roles, as the animal park enforcement supervisor for the Wheat Ridge Police Department, as police officer with the City of Longmont, as an animal control officer with Jefferson County, and as a seasonal park ranger for Colorado State Parks. Fisher served in animal welfare leadership roles as the executive director of what is now the Foothills Animal Shelter and as the founder and CEO of the Humane Society of the South Platte Valley. In addition, Fisher founded a dog behavior and corporate training consulting business, and served in the private sector as the Western US director of operations for Camp Bow Wow, a large national dog daycare franchise.

Dr. Courtney Diehl
Dr. Courtney Diehl has 23 years of experience as a mixed animal field services veterinarian. She has worked extensively with members of law enforcement on animal cruelty investigations and has provided expert witness testimony on multiple cruelty cases. She is currently the program manager for the Bureau of Animal Protection.
